Hello y'all.
About the composer Seiko Kobuchi: it seems that before she joined Capcom she was a solo artist/singer. Her webpage is already linked on her profile here on VGMdb (http://chaos-souls.sandourecords.com/index2.html).
Now, there might be a possibility that there are more than one Seiko Kobuchi making music, but I'd wager they are the same person. If you check the "MUSIC" section on her webpage, her solo-works stop at 2002, and according to her profile on this site, VGM albums involving her started popping up in 2003. So it'd make sense. If you check her Demento OST, you'll find that she's the vocalist for the song "Endless Zero" herself, and its certainly professionally sung (one of my favourite VGM vocals, actually).
I added her solo-CD "Love Viberation" (its spelled like that) to the database, its awaiting moderation. There's not really a lot of info about her early albums on her on page, but I found this one:
http://chiba.cool.ne.jp/mujikuu/m-seiko.html
Which is where I got the front and back cover scans. There doesn't seem to be a catalog number or record company name on there, so its possible that its self-released, underground stuff. Also, I think there was a goof when I uploaded the pictures, since the back cover somehow ended up as the front. Can the moderator fix that?
I also added her picture to her profile. I found it on her last.fm-profile:

If you scroll down to the comments section, one of the replies are by Seiko herself. If you click on her picture, it'll take you to her own page, and there's the link to the solo-works webpage, and her stated age is the same as the age that's noted on her profile page here on VGMdb. So I guess this practically confirms that they are the same person? Your thoughts?
Another thing: If you go to her webpage at http://chaos-souls.sandourecords.com/index2.html and click on "MUSIC", you'll see she has many works up from 1998 to 2002. I didn't add these because I don't know what they are and there's very little info listed (but the "Love Viberation" CD is listed there also). But! Scroll down and click on the last sample, "某ゲームBGM(GB)". Its from 1998, and seems to be BGM from a GameBoy game. I don't recognize it, can someone translate it? This seems to suggest that she didn't begin with VGM around 2002/2003, but was already doing it in 1998. Maybe she worked as a VGM composer and released her own solo-music on the side?
Anyway, I hope this adds some new info on her. Nice to contribute for once, been using the site since it's inception. :)
