Pretty confident that's the case, especially since Meguro is also not credited in Reload's credits despite doing the majority of the arrangements in that title. Jasmine did lyrics for a bunch of songs in Tactica and Reload and she's completely absent from the staff roll for the former (aside from a generic "Special Thanks" credit), and in Reload they credit "ATLUS SOUND TEAM" for lyrics in the songs she had written lyrics for.
I guess at least they credited her in the soundtrack releases but yeah, not a fan of this practice.
