For Persona PSP, I suspect it's a long-term strategy. Make gamers will realize what stand-alone soundtracks can offer so they're convinced to check out the P3, P4, and P5 soundtracks later. For the Mushihimesama production, it seems to be a great way to get people to buy an expensive limited edition. Sucks for overseas people though.
