Ishimoto certainly did not arrange nor orchestrate the piece, so I'm wondering if there was a dropped credit for Kentaro Sato (Ken-P) or Rieko Mikoshiba--or if this was just a case of reusing the track from a different game. I wish I knew how to find the source for the full track-by-track credits so I could just check on this myself ^^'

My belief is that this piece is part of a handful of orchestrated tracks that were recorded at the time Final Fantasy Type-0 was still a mobile title, Final Fantasy Agito XIII (around 2006~2008), and that it is the only one that was kept in the final title.
Takeharu Ishimoto mentions this in an interview:
https://www.famitsu.com/news/201111/02004915.html (当時、フルオーケストラで作った曲があったんですが、時を経て合わなくなってきたので、一部以外はすべて 作り直しています。 "At the time, I wrote a song/songs for a full orchestra, but over time, it no longer fit, so we rewrote everything except a few parts." -- in Japanese, it's hard to know if it's singular or plural, but the last part of the sentence leads me to believe there were several pieces)
Ishimoto also says Tetsuya Nomura wanted to renew the game's image after it was rebranded, so the "main theme" was remade.
Unfortunately, it seems they have not kept the credits for it.
