It seems more like it's Chika Ito to me. Many Google results only show the adult performer 三田友穂(Mita Yuho), who's also known as Chinatsu Ito it seems.
Many results for 伊藤千夏 together with Chika Ito however results in some composition and lyrics credits for a few anime themes.

It says "Love Destiny" was composed by 伊藤千夏 and "Love Destiny(ON AIR SIZE)" by someone with a romanized name - Chika Ito.
EDIT: If I had known we already had scans of the US booklet I would've checked there first... Look here, guys:
