I wonder if some of these might actually be just composition credits? As 1.67 is taken from Ocarina of Time, and 2.15, 2.16, 2.17, 2.21, 2.55 originate from A Link to the Past, perhaps they were not necessarily arranged by Kondo himself (especially considering how he became a general supervisor for Nintendo EAD's sound team at around that time, so his musical contributions to games drastically diminished as a consequence). Not trying to disprove this theory or anything, but I just thought it was interesting to point out.
I believe Nagata mentions in the interview that he used music from the previous Zelda titles as a way to "service" fans, so maybe he made those arrangements? I personally have the feeling that Nagata, as main composer, might have also made most (if not all) of the field and dungeon music (very similar instrumentation across the board), but unfortunately there is no way to clarify this other that what we know or can infer.
