'3D: Center' in SMT2 for the SNES (game released in March 1994) was composed by Tsukasa Masuko (see
PCCG-00261). It's a simple baseline with chords, not much of a melody but recognizable.
Then he arranged it and added a piano melody for the SNES version of SMT If (
SRIN-1131. Game released in October 1994).

Listen to '3D: Center' from SRIN-1131 (1.19 is the SNES version, 2.19 is the PS1 version) from the 49 second mark (pay attention to the piano melody). Then listen to track 12 Harajuku from this release also from the 49 second mark (piano again). Exact same melody.
The other tracks we identified earlier are not just lifted "from SMT1", they're based on those, they're arrangements. That's why I phrased it the way I did in the notes.
