Well, it's just that an album with 1 CD is not a reprint of an album with 2 CDs (and vice versa) because there is an extra disc. The DVD generally counts because it is a piece of media that is related to music, so it is of interest to catalog it.
Likewise, an album with an extra 16th track is not a reprint of the original with only 15 tracks, because the media don't match.
Someday, we'll be able to link media directly. We will also be able to link tracks directly. Or, at least that's the goal.
