I'm afraid you haven't looked at the scans closely enough then. Every first character in every word is clearly a lot bigger than the rest of them, which to me says that they mean that only the first character should be upper case, they just chose to use a font where every character looks like it's written in caps. I've seen the same thing on other albums on this site, and those titles weren't written all in caps. Check the "back" scan if you want to see it more clearly than on the box.
