jazzy? well gee, that narrows it down :P fusion style music is all over racing games, for some reason. you mentioned ridge racer games as well as racing lagoon, which are definitely picks for me... you may also like driving emotion type-S, gran turismo series as mentioned, choro Q2, choro Q3, outrun 2, daytona USA...and if high fidelity audio isn't a huge concern there's also some good SNES ones with a funk/fusion flavour -- exhaust heat, suzuka 8 hours, aguri suzuki F-1 super drive, GP-1, battle grand prix, the king of rally, final stretch.... even older are things like konami's F-1 Spirit (GB/MSX) and of course outrun...
i'm sure i know more than this but nothing else comes to mind right now.
