That's the "issue", DanteLectro. For all we know, this could be a timed exclusive... Maybe they'll release it in a third Sound Chronicle Box, maybe they'll put it on sale on the likes of iTunes.
As for locking out potential buyers being unfair, it's a matter of perspective. This album (was)n't a Region-locked release, it was advertised more than a month prior the game's release on Steam. Some didn't inform themselves on time and missed out, same stuff happens with physical limited releases, too. Also:
