It makes sense to me because it was used in the very beginning of Mega Man Xtreme/Rockman X: Cyber Mission whilst "Zero" was used within Hunter Base (basically when Zero was around). Aside from that, it does have that "variable" sense while "Zero" is "absolute." Furthermore, I figured "Ending" from X1 to have also been done by Makoto Tomozawa because it is also a theme that relates to X.
