This is definitely the case for some of the tracks (3.03, 4.33, 4.34, etc...).
But some of them are co-composed by both names (ex : 3.08 is heavily based on Kondo's TLoZ Overworld Theme but has original parts composed by Ishikawa).
And there's also the case of some tracks that are definitely arrangements of tracks made by other composers and are only credited with the arranger's name (3.25, 3.30, 4.34, etc...).
So, I think it's dangerous to jump into those conclusions.
