I'm no Metal Gear expert but Schneider apparently exists: http://metalgear.wikia.com/wiki/Kyle_Schneider

As for "tara" I think that's short for 'tarazu', 'to decieve'.

EDIT: based on the liner notes here, Izumi should have composed t02
