Interesting. The thing is that some of JUSTICE "components" can be found in a regular soundtrack composed by Kato (for example the cello part). There are two possibilites:
1. They both used the same sample (there are strings vst that generate harmonization).
2. Kato reached the deadline for Luck & Logic score, ran out of time and borrowed Arai's JUSTICE (similar to
Yuuki Hayashi borrowing Aoba's theme from Buddy Complex).
