The booklet doesn't seem to have composer info, but
JASRAC has a breakdown (can't be linked directly).
Two tracks credit both AM R&D 2 SOUND STAFF and Fumio Ito as "composers". Ito is probably arranging of a reused track.
09 also listed both Megumi Takano and Fumio Ito in that order, dunno if it's arrangement again.
Keisuke Tsukahara wasn't listed. He is in the booklet under "Sound Staff", probably just did S.E. in the game.
I don't know much about this album but I wanted to remind JASRAC sometimes has nice stuff like this. Maybe for other SEGA albums as well.
EDIT: maybe AM2 SOUND STAFF is Keisuke Tsukahara?
