As for the composer, Hideaki Kobayashi has been the main series composer for Phantasy Star Universe and its spinoffs. Heck, he's been the Phantasy Star main series composer since PSO itself. So it would be no surprise he would have done some of the pieces. Kumatani and Tokoi have also been around since PSO and they could well have had a hand in this OST as well.
