No, it's just an early release. Her last anime soundtrack was released only a couple weeks after airing began. These things are often completed (for the most part) months in advance.
Also, I'm reverting the title to romaji. Right now, that "Terror in Tokyo" only appears in the url as far as I know. I want more confirmation that it will be the official English title.
