Well, I have only dealt with Mercari via proxy services who will typically translate and relay messages. Generally though, a VPN should certainly work but what are you going to do when it comes to shipping if you have no physical address in Japan as well as possibly no proper paying method? Unless you only want to do it for direct communications, then it shouldn't be an issue (though, as said, proxy services do it for you no problem, typically pretty quickly too).
