Xenogears was considered a possible FFVII during the latter's planning stages, though Hironobu Sakaguchi decided against the idea. They certainly did. Namely Hiromichi Tanaka who helmed FFXI right up through XIV's first development phase.
Apparently, Mitsuda was asked to work on FFXI's soundtrack but at the time was busy with... yes, Xenosaga.
