I don't reside in Japan but from my knowledge, the internal bank transfer fee is, with few exceptions, a fixed 200 yen. I'm not sure if the cost is incurred by the sender or the receiver; if the latter, then the cost would most likely be passed onto the sender/buyer.
I would also like to ask a question: Why is it not free, or what circumstances lead to it not being free?
