I don't own physically this album but I want to add it now to complete the Ohranger albums on VGMdb.
I found an interesting auction which provides a lot of information:

It confirms that the composers and arrangers are well the same for the various songs in instrumental version (it matches with the album "Chouriki Sentai Ohranger Hit Song Collection":

However, there is a mistake in this link, Seiji Yokoyama is not the composer of the track 8, as shown in the scan back I added.
I have also a rip of this album and it appears this track contains 2 variations of the ending theme, so it's composed by Yasuo Kosugi.
JASRAC database confirms it, "Kanashimi wo Mune ni/悲しみを胸に" and "Kinkyuu Hasshin!! Ohranger/緊急発進!!オーレンジャー" are on the same search results table:

Also Seiji Yokoyama must be the arranger of this track, since it's a BGM track, and he was already the arranger for the variations of the opening theme and final ending theme (album "Chouriki Sentai Ohranger Music Collection I", tracks 3 & 6:

There just needs a confirmation of the booklet, but it's quite certain, and it's also exactly the style of his arrangements.
I think too that Seiji Yokoyama must be the arranger of all the BGM, even if it is not indicated in the different Ohranger albums.
