I guess that's the equivalent to someone saying the Holocaust never happened. Not in terms of numbers, but in terms of ... stubbornness?
Other than the Nanking part, the majority of the article suggests that they just had guidelines w/ comfort women, and the military/gov't did their best to stick to these guidelines. That part doesn't seem offensive at all.
