According to who? I can't find any source for this. It seems much more likely that it'd have been the usual case of being handed out at trade shows and publicity events; that at least makes sense, unlike the idea of making a tiny run of a dozen or so CDs purely for the game's staff, which would cost a small fortune and not achieve anything. That isn't typically how development houses operate.
I'm open to being wrong, though (and if it really is that obscure a release then I just snagged a bargain).
