I'd rather argue that "ちぇるのちゃーちゅ" shouldn't be just romanized as "Ciel nosurge", since the point about the said track title is somewhat 'cute' sounding of the lispy spelling, and I believe it has something do with the déformer drama cd series of the same name (which I've hold off submitting, as I don't want to add a drama album without any cast info). So, maybe it may be something we can't translate in English either, but English people would also have their own lispy writing style.
