It's
Dr. Wright's theme. Mr. Write is sort of a parody of Dr. Wright, so his theme appears as kind of a cameo.
The same is actually true for "Richard's Villa"; since Prince Richard originates from Kaeru no Tame ni Kane wa Naru,
the main theme of that game appears referenced in 3.31 (incidentally, Kazumi Totaka made the score for that game as well).
Link's Awakening was full of cameos and homages to various other Nintendo properties, so it is natural that the music follows suit as well.
