KENNY is for sure Kazuhiro Nishida, based on the credits of Iron Tank; the US version credits him under his real name and the JP version credits KENNY.
I think KENNY probably isn't KONNY, though, since they're both credited at the same time in a couple of different games (P.O.W. & Fighting Soccer). But it's a possibility
