I quickly went through all the 28XA on VGMdb and they are all priced at 2,800Y, distributed by Warner/Pioneer (thanks suicider).
I think it will be nice to make a separate entry for your reprint? It is definitely an important variant. Similar to Space Odissey Gradius II, which also needs a separate entry for the reprint.
