If the game on this disc is Gambler Jiko Chuushinha: Gekitou 36 Janshi, which looks like the only PC-Engine installment of the series, then it was apparently composed "Dr. Nakahashi" of Super Star Soldier:

EDIT: Oh, there's also Gambler Jiko Chuushinha: Mahjong Puzzle Collection, but that was released in 1995, so it's probably not that.
