It's the publishers' job to figure out ways to incentivize people to preorder, but I think completely locking out people of material like this is unfair and it doesn't make much sense to me. They can't run out stock the way physical bonuses do, and eventually these digital bonuses find their way to the web, for anyone to take.
I understand that early purchasers need an incentive, an advantage. They could get timed exclusivity for free (or at a lower price), and similar stuff sooner, cheaper; demos. On the Steam store you could get a copy of Lost Planet (among other things) for preordering Biohazard Revelations.
