Is there any particular reason why Hideaki Kobayashi is listed in the composer field? This sounds way more like a Jun Senoue soundtrack, as some of the notes the guitar hits are the exact sort you'd hear in many a Senoue track. Additionally, Burn Inside seems to have vocals by Takenobu Mitsuyoshi.
EDIT: MobyGames lists Takahiro Kai as the sound creator for INITIAL D ARCADE STAGE 7 AXX. Since those tracks sound alike to the entirety of the soundtrack, I would imagine he composed this entire selection. It's plausible for this to have been his first project, as his other early project, SEGA AGES 2500 Series Vol. 30: GALAXY FORCE II SPECIAL EXTENDED EDITION, also debuted in 2007.
