Sakuraba (labelled "Music Composer") just gives the generic 'track mood' talk in the notes btw.
The producer Hideo Baba also comments a bit on the change of style compared to other Tales OSTs.

I tweaked a bit the translation, attn taggers.
211 makes more sense know I guess.
224 used one of those silly 'special readings' Team Symphonia sure loves. Dunno if it's meant to be Jin/Jinn/Djinn or what though.
310 was missing a char in the JP tracklist, so the name was wrong. I used Krsnik (also Kresnik) since I believe this is a reference to this or this. [EDIT: Kresnik is the official]

Other notes:
114 Could be "The Land of Another Country", but no context here.
229 虐殺精霊の言葉 may seem like "Spirit Genocide" rather than the other way, but I think that'd be written "精霊虐殺" (it does sound a bit weird right now).
305 "A City _in_ Another World" is valid too, depending on context (the city 'comes from' or 'is in' another world?)
315 I wasn't too sure if it's "Believe I Can Change", decided to play safe.

Other tracks I translated the best I could.

2.20 Fire Rain in the Marsh
2.24 Spyrix Weapon [US loc.]
2.29 Words of the Slaughtering/Slaughterer Spirit
3.12 Believe in People's Possibilities
3.15 Believe I/We/One Can Change

This game doesn't have a sound test to compare with the US official names tho, but I was fairly satisfied with the current translation.
