Looks like I still need to do research. At the least, Tomozawa, Murata, Osada and Yamazaki did some arrangement of existing tunes.
I took the Murata info from multiple sites including:

And by the admission of his works list, it IS incomplete. There could be stuff we don't know about listed on there.

As for Kirikiri-chan, we may never know. Though Horiyama is the most likely suspect, given his alias of Kirry.
