edit: because there are sfc,etc releases with soundware cd, so I don't think the soundware stuff is meant for being played along with game

Some did, but some used a combination of MIDI with CD audio. It's similar to some PC games where you'd install the game to your hard drive from the CD-ROM but still keep the disc in to play the high-quality audio.
