I think, with the rather strict literalism used in transcribing other titles in terms of spelling and stylization, that the II should be included in line 1. I know it's awkward to say and I always just refer to it as Panzer Dragoon Zwei, but we most often go with what's on the cover as the display title and that II is on the cover just as much as any of the other words.
