Producer said in interview that the plans for Project Repeated Scene (Lost Child is part of the project) were conceived in spring of 2002. Reference :

This album came out in late December 2002 so it's possible that the game was already in some early stages of development. Still far away from game's release in 2006, but nonetheless, for example the soundtracks were also released way before the actual game was (
Side-A in 2003 &
Side-B in 2004). So it looks like they were releasing stuff as it was becoming ready, and as a form of promotion.
Also the front cover looks like a rough sketch of a main female character from the final version.
