Indeed, as mentioned in other threads and also by just looking at the older King Records releases, the LC catalog number does appear on the final products too, but of course they went by their more official KICA number instead.
I guess this one is just a sample that Konami printed on their own, or that King Records printed for Konami as a test/check. That wouldn't explain why they bothered shrinkwrapping it, but at least makes sense. A normal sample would just have a sticker and a marking on the inner ring as we all know, so it must be early in the production process.
The back of the album has also missing information, not sure if you can catch that from these pictures.
