I wouldn't think that the two different packaging types for the CD would warrant different catalog numbers. If the two packagings did actually have different catalog numbers on the physical albums themselves, that might be a justification. But if the "catalog numbers" are different in the mail order form only, that doesn't seem relevant as those aren't actual catalog numbers.
