I don't know the origin of the sample, but it's an orchestral figure primarily featuring high woodwinds and strings with a staccato rhythm. It's easily heard in the Growlanser 3 sample linked below, which is as follows:

This one is very tricky to pick out in the FF14 track, I only noticed it by chance (I wouldn't have heard it if I didn't know the Grow3 OST so well). The FF14 track is very busy, but all of a sudden at 1:10 you go from the all-synth orchestral stuff to this clearly live-performance sample somewhat obscured in the background (synth piccolos from 2012 don't sound that good! plus, the concert hall reverb which doesn't match the rest of the EQ).

I could be challenged on this, but that part of the track seems suspect.
