I'd put money on Setsuo Yamamoto being a dominant force in the soundtrack. Having heard other SNES soundtracks he has worked on, both the compositional style (hard rock but with ample funk/fusion influence) and the instrument samples are very alike. There are a few tracks that I think are Yuko's though.
