From a brief glance, this seems to just be a re-print of this CD, with tracks 1 and 40 removed.

I love the game and soundtrack, but I can see why people are kind of iffy on it. It's ultimately a case of "you had to be there" IMO. Had I played the game a later point I'd probably consider it a remnant of Mega Man history like others do. I don't think the second game is as memorable but it upped the ante very well in terms of story, scope and difficulty.
