Release date seems to be unknown. It probably had a page on SEGA Interactive with the date, but not enough internet archiving was done for those pages (not to mention WayBack Machine seems to struggle to access them anyway).
Still, the SEGA SYSTEM 16 COMPLETE SOUNDTRACKS seems to list games in order of release, so it can be assumed that it released between the confirmed dates for CYBER POLICE ESWAT (1989-10) and M.V.P. (1990-02).
EDIT: Finally found a source on the release.
