It surely is. Most of chapter 3 and 4 seems to be Hama.
Just like most of 8 seems to be Y. Suzuki (99% certain he did Sector 5 slums theme and it's accompanying mission+battle BGM).
Though I think Kawamori did the excellent Under the Rotting Pizza remix.
