On the topic of games without soundtracks, well, I'm not completely sure about it (
since there is an official page mentioning a tracklist)… but I want to say Dead Nation. The few pages I've found on my own hint that an official release was planned, but it never actually happened. I've even tried to send an e-mail to the address found on that website, but I've never received a reply.
On the topic of games without music, there are a few… technically speaking… but that depends on how broad one's definition of game is: I'm mostly talking about text-based games (made in Flash, Ren'Py, or JavaScript).
