Certainly not any technological hampering, only mental hampering. Overseas Markets are clearly not on the agenda.
As the adoption rates of iTunes distribution still hasn't reached a standard practice level yet for vgm publishers, it would require an even more massively popular and universally used service to do it for them anyways.
