The Japanese Wikipedia article for the game lists "Saint Dragon" as a reading for 天聖龍, not a subtitle (i.e., it's not "Tensei Ryuu").

That seems to be backed up by the A.M.P. Group's Video Game List, where the game is listed alphabetically under "Saint Dragon," not "Tensei Ryuu": http://mametesters.org/view.php?id=4295. (I'm not exactly sure what this reference is, but they treat it as definitive.)

This title's kinda weird. It seems like a pretty obvious "this game has two titles", but then you have this album and things like this. I suppose you could just say "the album is separate from the game" but... I don't know. At the very least, Scitron's decision has to be observed for Scitron's album.

They printed the album title as 天聖龍(セイントドラゴン) on the obi of PCCB-0004. It's not tenseiryuu.
