Where do the specific arranger credits come from though? And is there actually any new music on this disc, or only arrangements (applies to this as well)?

As the link in my previous post shows, the two names under Music Arrange during the credit sequence are SETSUO and Hideki O.K.

The only new compositions here are Title and Stage Wily Boss. As for Power Fighters, there's Neo Parts Reclaimed, Yellow Devil (same as Stage Wily Boss), Wily Capsule, Escape, Duo Ending 1, and Duo Ending 2. Everything else is definitely arranged.

The specific tracks actually come from the recently uploaded Power Fighters booklet. Some of the pages showcase the composers/arrangers, and the blue sections for each of them lists tracks from the game as well as where they originally came from (or if they're original, as was the case with Yuko Takehara). I think its safe to assume that those were their works. The five here were the only ones under Setsuo Yamamoto and Hideki Okugawa's sections (out of 6) that were previously in this game; the rest are unknown, but ultimately one or the other. None of the other 5 artists in Power Fighters were assigned to these older tracks, so its information is inherently correct and therefore applicable.

Theoretical Breakdown [Bold = Confirmed ; Italics = Implied]
Setsuo Yamamoto:
-Player Select (Guitar and chimes; same instruments for main melody as Gutsman)
-Stage Select (Rockman 1~2) (Same instruments as Player Select; Same sound as Napalmman)
-Stage Starting (Sounds like Player Select)
-Gutsman [Stage 3] (Same chimes used in first few seconds as Napalmman [Stage 1]; Extensive piano)
-Stage Cleared (Same as Stage Select (Rockman 1~2))
-Stage Select (Rockman 3~6) (Guitar and vocorder)
-Shadowman [Stage 6] (Same bell inflection as Napalmman [Stage 1] at very start; chimes; sax; guitar)
-Stage Select (Rockman 7) (Drum'n'bass)
-Turboman [Stage 7] (Guitar, violin)
-Cloudman [Stage 8] (Use of guitar)
-Junkman [Stage 11] (Guitar, violin, percussion, and piano)
-Shademan [Stage 12] (Use of guitar, bells, sax, and vocorder)
-Wily Machine (Piano and percussion)
-Wily Capsule (Violin, piano, and percussion)
-Ending-Rockman 1 (Percussion)
-Ending-Forte (Same bell inflection as Napalmman; same guitar as Zangief [SFZ2])


Hideki Okugawa:
-Title (Sounds like Crashman [Stage 2])
-You Got New Weapon (Scat-like sound)
-Slashman [Stage 9] (Bells; jazz piano)
-Freezeman [Stage 10] (Bells, drum'n'bass)
-Stage 13 (from Makai) (Bells)
-VS Wily (Sounds like Crashman [Stage 2])
-Stage Wily Boss (Scat-like sound just barely heard)
-Continue (Synthesizer from other tracks, ala Gyroman [Stage 4])
-Game Over (Same exact start as You Got New Weapon, only tuned much deeper)
-Ending-Rockman 2 (Guitar [same style as Stage Wily Boss])

Instruments they seem to use:
SY: Keyboard, Guitar, Sax, Low Bells, Chimes, Percussion, Violin, Piano
HO: Jazz Piano, Synthesizer, Drum'n'Bass *Scat-like sound*, (Large amount of) Bells, More groovy-sounding guitar

Shouldn't the original composers be added to the "Composer" section for their reprises of the stage themes, select themes, etc.?

Yeah, you're right. As opposed to other games, the game credits specifically label both Setsuo and Hideki under "Music Arrange," and these themes are more definitely "arrangements" than "reinterpretations" (i.e. SF II themes in SF Alpha/Zero 1, where the credits [which have the same format as Rockman: The Power Battle] are "Music Compose")

Btw Kyubi, try to keep original reprises credits separate because they are a pain to recheck otherwise.

Fixed the grammar in the English tracklist to mirror the Japanese tracklist. Also fixed a spelling error in the Japanese tracklist.

EDIT: I wasn't sure if the translated parts of the English tracklist should also be capitalized, so I left those parts de-capitalized.
