Default WM-0660: RAD MOBILE ORIGINAL SOUNDTRACK
The Liner Notes introduce Kazuhiko Nagai as being In Charge Of Arcade Version "Rad Mobile" (Rad Rally) Sound Team. I don't see any mention of GALE RACER in said notes, and Nagai is credited under Special Thanks To in that game, rather than Sound.

I think it's therefore safe to say Yoshito Kida is actually the composer of GALE RACER, being credited under Sound. Kida's only other game currently known is Rampo, another SEGA SATURN game.
