The one video I've seen credits in isn't very clean, and that really screws with the little yellow name text on a backdrop of film static, but the game was developed by SEGA Software R&D 3, so it's likely sound creators from that department working on it, even though I don't remember it being included in any of their Hitmaker profile pages.
Just based on how long I can see the names are, these are my guesses: Kentaro Koyama (Although he would have been going by Kentaro Kobayashi at the time. Maybe it's Takeshi Isozaki?) Yuko Iseki Seiichiro Matsumura or Mitsuharu Fukuyama (Matsumura may have gone by Sei Matsumura instead, so I'm leaning towards Fukuyama) EDIT: Well, there goes that theory, seems sound was outsourced to Reeb.
