Here's another version of this soundtrack - German edition of the game, 18 tracks.

Seems to be not just limited to the German version, but almost all of the "Game of the Year Editions" for Operation Flashpoint.

I inserted the 3rd disk of another version: "PC Gamer Presents: Operation Flashpoint: Game of the Year Edition" into my CD drive, and got the same results.

With this new information, would the 18-track soundtrack be considered separate from the 23-track release, as a "Commercial, Enclosure" release?

I looked at the disc scan in a search of catalog number (I get a boner from finding cat numbers of CDs) and noticed "CENEGA 079/2002". Quick google search of CENEGA 079 leads to a few places like MusicBrainz and keoby.com.
Where we learn that Cenega is a Polish game publisher, release date is actually 2003-06-02, and Catalog# CENEGA 079.
